1) Warm the oil in a saucepan over medium heat. Add the onion and jalapeño and cook until soft and fragrant. Stir in the garlic, cumin and smoked paprika.
2) Sprinkle the cornstarch over the vegetables and stir to coat.
3) Pour in the evaporated milk and whisk until smooth. Bring to a gentle simmer — not a boil.
5) Reduce heat to low. Add the cheeses by the handful, stirring until each addition melts before adding the next.
6) Taste and season with salt.
